Toilet paper is designed to break down in water, but a lot of what gets flushed alongside it isn't. Wipes labeled flushable, paper towels, feminine hygiene products, and cotton balls are common culprits that don't break down the way toilet paper does, and they're behind a large share of the clogs we see.
In households with kids, small toys are a surprisingly frequent cause too. They make their way into the bowl more often than most people expect. When something solid goes down and gets stuck, it's usually not something a plunger alone will clear.
